GENERAL PLAN

Richmond City worked with J-U-B Engineers to update our city's General Plan. Also known as a Master Plan or Comprehensive Plan, it is a community’s general guide for making land-use decisions and is a reflection of the community’s values. It guides direction for growth, zoning, capital improvements, and development policies. 
 
The current General Plan was adopted on May 18, 2023. 

The previous General Plan was adopted on December 17, 2013. 

The General Plan is not an ordinance but a guidance document for how Richmond City will grow and where, what amenities to develop (parks, trails), and where roads should be constructed, among other things. As such, it will be reviewed as necessary during the coming years to ensure it still matches the citizens' vision of how Richmond City should grow.
